What agency required this action?
The Norwegian Constitution (§11) specifies, among other things, that the King may not accept the crown of a foreign country without the authorisation of the Norwegian Parliament (for which a 2/3 majority is required).
I think the renunciation was made as a way of making sure that such a situation would never arise. At the time of his election to the Norwegian throne, Prince Carl was 5th in line to the Danish throne (after his father, his elder brother and his two nephews Frederik and Knud), so the contingency was a remote one, but you never know...
