Margaret Tudor, oldest daughter of Henry VII and Elizabeth of York married three times as did her granddaughter Mary queen of Scots.
However, King James IV of Scotland was Margaret's first husband, not third, so this example doesn't really count. Neither does her granddaughter Mary, of whose three husbands only the first became a king.
I believe that it is only in Spain and Portugal where the husband of a queen regnant can be given the title of king consort.
