I've always been a proponent of making the voting process for MPD simpler. Set a limit to one vote per person and set the limit to number of votes per household at four. If a system like that were in place in the years where Elliott won the award that things would have been different. However, things would not be different today. Junior is far and away the most popular driver in NASCAR. You'd have to combine the fan bases of someone like Gordon and Stewart to have the number that Junior does. And here's the thing, Gordon fans aren't going to make a concerted effort to vote for Stewart just to oust Junior from winning MPD and vice versa. Things aren't going to change when Danica is in Cup either. As long as Junior remains in the Cup series, he's going to be the most popular driver, period. The only way it's going to change is he's going to have to retire, or they're going to have to change it to MPD(OTE), Most Popular Driver (Other Than Earnhardt).
