By terminating the lease for Frogmore Cottage to the Duke of Sussex his younger son gets three slaps on the wrist:
1 You do no publish a book with negative stories about the monarch, his spouse, heir and the heir's wife without paying for it.
2 Once Harry looses his UK residence (in this case Frogmore Cottage) he no longer qualifies to be a councillor of state
3 Harry seems to value being part of the government protection scheme of Royals. He even started a court case about that. Frogmore cottage happens to be with the boundaries of the royal protection measurements surrounding Windsor Castle. Taking that final UK safe haven away from Harry is another clear indication HM is letting his younger son know he is not pleased with how the Duke behaves.
At the same time we get the news that the King has offered Frogmore Cottage to Prince Andrew.
You have to realise that the Duke of York lives at Royal Lodge. Another Royal home close to Windsor Castle but not part of it's security circle. So it wa always paid for by the government when it comes to securing the property and it's occupants. But since the Duke of York no longer is part of the working Royals it means securing the place is paid for by Charles III.
The king opting to lpwer his brother's income from the duchy of Lancaster as well as moving him into a home within the security bubble of Windsor Castle lowers Charles III's costs of maintaining his family. At the same time it brings home the message to Harry and his wife.
At the same time Royal Lodge is freed up again and in time will become the formal residence of the first in line succession in Windsor.
Seems there are some interesting developments (to come) with regards to the royals' living arrangements. I wonder if there's a plan but from what's happening now, its hard to see what that is.
There's the move of the Wales to Adelaide Cottage (which was quite an interesting choice of house IMHO), the recent decision by the Crown Estate to terminate the lease agreement with the Sussexes for Frogmore Cottage and the speculated pending termination of the lease agreement with the DoY for Royal Lodge by the Crown Estate.
What's going on here? It all seems a bit chaotic and certainly can't be about money. The family has plenty of money. Also privately after inheriting from QEII.
For now the King and Queen still reside in Clarence House but will it become the Official London Residence of the PoW? Seems likely but what will happen to Kensington Palace after they move out officially and the old cousins have all died.
HM The King presently has a number of residences at his disposal and also the Prince of Wales is not lacking accommodation across the country....
