Some nurseries back east use the phrase "A Denver zone 5 is a Michigan zone 7" in referring to hardiness ratings. The dry winters in Denver allow a lot of plants to survive at temperatures they would die at in moister winter climates. At least for the arid climate plants.
I got a speeding ticket in Winnebago decades ago before we moved back here. It was a stereotypical big bellied officer with the mirrored glasses and trooper hat who came up to me and said "You ain't from around here, are you boy?". I couldn't talk my way out of that one, and it didn't help that we were wearing California plates.
Do you have John Spain's booklet "Growing Winter Hardy Cacti in Cold/Wet Climate Conditions"? It has been out of print for 25 years but I have an extra copy I would like to send you. Even though small and old, most of the information is spot on.
