If your Fatshedera was tiny, I would have grown it on, potted, until a little larger, before putting it in the ground.
Gardening is an art and science of patience. Everything, especially something that could live for many years, doesn't have to go in the ground ASAP.
Other considerations, in addition to cold, that could be causing the difference in how your Fatsia and Fatshedera are prospering. Both of my plants were comparably of the same size, when planted.
