Hi Bob,
It would help greatly if you could post a photo of the assembly, but I suspect what you may have is a fount and burner used as an insert in a larger sized lamp like a platform, station or street lamp. Several types of them used these chimneyless burners in them usually with some sort of reflector behind the flame. Like this lamp and burner shown.
