I use a tool that you can find at most hardware stores including Harbor Freight and Northern Tool. The rubber strap is adjustable to fit any size and it puts equal pressure all the way around the fill cap. Pliers pinch on two sides deforming the cap to increase pressure on the filler collar making it harder to remove. I have found on stuck caps that by using the tool in the morning to put slight pressure unscrewing the cap and just leaving it alone until the evening then put slight pressure screwing it back in that eventually it will move just a little. Once it breaks, it should come out easily with the tool.
