Last ditch method. If all else fails, buy a replacement cap from Woody Kirkman and then you can get ignorant with the rusted in cap. Carefully destroy it with an electric drill and pliers or any tools you think will do the job. Clean the filler neck and screw in the replacement cap. If theres a will, theres a way.
