Yes, my P.G.&E. #100 And #100 specials do require adjuster keys as you say, while the City of L.A. #100s do not, I haven't been able to get my hands on a L.A. Co.Road Dept. lantern yet, I keep missing them when they do show up since I don't watch eBay constantly, but I do see they turn up once in a while. I usually see them in the completed listings.
