Highway/Street Kerosene Traffic Lanterns: lets help this kid with his lantern problem

http://www.youtube.com/watch?v=pAwVLYR5-28 who has had this problem and made it work, im having the same isssue w/ a Embury #150 "little supreme" coach lantern, i used a potatio and water bath for 2 weeks and it took off all the rust but the burner is frozen inside. I tried marvel mystery oil but it didn't free it up. mabye a propain torch to heat up the area??? HELP
