While the lantern market is currently depressed, brass lanterns have been holding their value. The #00 usually sells in the $100 - $150 range, depending on condition; but only one or two appear at auction every year. The October 31 patent is 1893, not 1895. This is a later patent than normally appears on the #00, and since the patent is for the side lift that distinguishes the Ham Gem, which replaced the #00 sometime in the period 1900-1905, it begs the question: Does this lantern have a side lift or the usual bottom lift that penetrates thru the fount bottom? If it has a side lift, it is an extremely rare lantern.
