It's a voting booth lantern; the earliest I have ever seen. It's construction is consistent with Dietz production 1902-1904. It originally had a post attached on the bottom which has been removed. The later versions of polling lanterns were usually Blizzards and Crescents and had exotic extended bails and were stenciled with packing instructions. Is anything embossed on the back-side of the fount? Please confirm that it has a No.2 burner.
The value is anyone's guess, in this condition, as it is a very rare lantern and has no track record at auction that I have seen.
