Sounds like a great project to me. I have owned several of the kero headlights in the past but have none now to measure for you. However, you might want to pick up two items first as they will prove to be the toughest part of the whole project. First you will need a "Mohring" style burner and a spun reflector. A concave mirror will work but in that huge size, it would cost a fortune "if" you could find one. The spun metal reflector could be fabricated fairly easily then nickle plated. The rest should be straight forward metal work for the fuel tank and the cabinet. I would love to see your finished project so please post a photo when done and possibly a narrative with photos during progression. I wish you the best of luck. Try emailing the N&W historical Society in Roanoke, VA as they have been a great help to me with dimensions and info on several of my projects. As an after thought, steam traction engines for farm work used similar headlights only smaller. Maybe an internet search would reveal some collectors that could give you dimensions and then scale them up to locomotive size. A good photo with a loco headlight and some sort of reference in it to establish a measurement could also give you very close dimensions of the height and width etc.
