The baffle was made from copper roof flashing. The bent over lip was made by simultaneously bending and also twisting the copper a bit at a time with a pair of electric fence pliers. A crude technique, but it worked out OK. The ends were fastened together with a copper rivet.
While it stopped wind from passing though the exhaust opening, I eventually realized that I moved the problem to the new opening.
As wind blows past the lamp, it has to go around the chiminey. This path is longer than the original path that the wind was going to take. In order to catch up with the unobstructed wind, the wind going around has to speed up temporarily. Another ventury was created. This one actually resembles the top surface of an airplane wing. There was a corresponding vacuum created that once again sucked the air out of the globe. It wasn't quite as bad, but the problem was still there and the lamp still occationally went out.
