Paul, I have read it was to indicate men at work or equipment in use on highways and streets. On railroads it is a night application of the Blue Flag rule, do not move, men at work, in marine use I'm told it's vessel in tow or Captain on board and fire dept. used it to indicate Asst.Chief or a volunteer company's location
