It should read BS 3143.
This is the British Standard for "Road Danger Lamps" and indicates that the lamp has been manufactured to that standard.
From what I can glean from the internet, BS3143 provides the specification for stability, luminosity, construction etc. I think the most recent is BS3143-2 1990.
Sadly the standards do not seem to be readily available on the internet (unless you pay the British Standards Institute!)
A copy of an early version would provide a useful insight to what was expected of these fuel burning lamps.
