All I have ever known to do, is let them be themselves. Spend lots of time with them, talk to them, try giving them spray millet while holding it in your hand, or treats you see that they like.
My Tweets will take food from my hand, nibble on my fingers, but will not step up or let me pet him with my hands. I have to pet him with my nose.
I posted a link to maybe help jog your memory. It might help, or it might not. Every birdie is different Your Ralph is relatively young, maybe he will come around. Tweets was an elderly bird when he came here, so he's pretty set in his ways. He's making progress, though.
With Tweets, I just hang out, try to slowly put my hand close to him... but he's not having it yet. He rushes and nips my hand. Weird, he sings to my feet, but hates my hands!
Please keep us posted on Ralph, and again, I'm so sorry about Elvis.
