I really don't know anymore. The State Visit of Beatrix to Denmark was in the 1980's and i don't remember when i first heard about it. Probably in the late 80's or early 90's.
Margrethe seems to enjoy historic jewels and has even worn a red dress with the pearl tiara inspired by the portrait of it's first owner (princess Louise of Prussia, wife of prince Frederik of the Netherlands) that hangs in the gallery room of Noordeinde Palace in The Hague.
I believe Margrethe herself once stated about jewels we don't count the carats we count the centuries. That might be one of reasons why she may have requested to see the House Diamonds parure as it contains not only the Stuart Diamond but other diamonds that have been in the Orange-Nassau family for centuries. Some from the first half of the 17th century, the Stuart and others from the late 17th century as well as some from the 18th century.
Im not convinced it was a mistake. Beatrix never wore the House Diamonds or the Stuart Tiara. She was prone to migraine attacks and heavy tiara's were not to her liking. So in order to honour her hostess' request she wore the other tiara in her possession with pale blue stones. Margrethe no doubt understood and possibly even had a laugh with Beatrix about this solution.
Okay, thanks, but my question is still how Margrethe’s request became known to the public. What is your source?
