Interesting difference between Denmark and Norway (I think). In Denmark the ministers would have left office at once and visited the Queen (or Regent) at the royal residence to be releaved of their duties. New ministers would normally take their place the same - or next - day. I understand the empty portfolios will not be filled until "before the end of January" which does not sound very urgent.
I understand the Prime Minister will need support of other parties besides the Progress Party. Do you think the coalition will hold until the election slated for September 2021?
The "reduced" government will need support from other parties from case to case. The three government parties, when formalised, will together with the Progress Party still have a majority. The originally four government parties had an agreement called the Granavollen Declaration. The progress Party is expected to follow the agreement in some cases, but might follow their own party program in other cases.
Because the four parties still hold a majority I would be surprised if the present government doesn't survive until the general elections in 2021.
