Well, the politics in those days were very radical in some aspects. Also the monarchs role was reduced. Royal orders of merit was in seen as "feudal" by the left and some liberals. It was seen as an egalitarian reform but what actually happend was that money became almost the only way to get rewarded instead (by getting post like ambassador, governor etc).There was also a bit of "inflation". Thousands of orders were handed out annualy and most of them just because the recipient had reached a certain grade in his/her career. So after 1974 orders has just been given to members of the royal family (actually after 1995 when Victoria came of age, Silvia and Lilian got theirs when still foreign citizens) and to foreign citizens. a very strange system. But luckily this will most likely change now. Even the social democrats who promoted this reform has accepted that it is absurd to honour foreign citizens but not the swedish ones..
So now a new law is prepaerd which is likely to pass since it has 6 parties behind the proposal. The idea this time is that citizens can nominate people they think deserve orders so it will not be the same system as before 1975.
What is the reason behind that 1974 decision?
There are two orders that arrange balls with ancient rituals for new recipients. The order of Amaranth and The order of Innonce. Especially the Amaranth is dominated by the aristocracy - at least the board. These orders are only worn at theese balls.
As Robert say, anyone who has decorations can wear them when the dresscode is white tie. White tie is still quite common for weddings, festivities at universities and different societies. Medals are awarded but no orders to Swedish citizens since 1974. But this will probably change soon. Thre is a new proposal to change this that 6 of 8 parties in the parliament has agrred on.
