In my opinion the FA has to take some of responsibility for allowing people like the current owners of Wigan, the former owners of Bury, Rochdale and other clubs to buy them without sufficient money to maintain them, and a plan in which to take the club forward for say the next five years. And the said plan must be legally binding to ensure that the club will not be used in any other way. Like trying to run the club down and build houses , supermarket etc on the ground. Perhaps an independent committee with representatives of the fans should scrutinies any prospective buyer to ensure that they are fit and proper to proceed with the purchase.
