Regional Football may not be a desirable outcome for all the reasons you state; but it will be 100% better than the very real prospect, for dozens of football Clubs, no football at all.
As for a bailout, I don't think Clubs who were mismanaged prior to this should be even considered for one. No argument there from me. If they can't sort their own shit out then Bye bye Macclesfield.
