You refer to the government using its own modelling. This gives the impression that that Theresa May and boris were somehow guiding this in a political way. But the reference you give talks about "eminent public health officials" having developed the policy. It also says that the govt commissioned fergusons report. That sounds like seeking a second opinion to me. I remain unconvinced that the govt is at fault for any delay rather than the health establishment. I'm not a govt supporter btw.
