Sorry , but I still don't think that this language matches the reality. You refer to the government using its own modelling. This gives the impression that that Theresa May and boris were somehow guiding this in a political way. But the reference you give talks about "eminent public health officials" having developed the policy. It also says that the govt commissioned fergusons report. That sounds like seeking a second opinion to me. I remain unconvinced that the govt is at fault for any delay rather than the health establishment.
