Ruminating on this further.
1. Government should place a 6 month minimum moratorium on financial penalties - no company or person should be fined, have their gas, electric, etc...cut off, be evicted, liquidated, etc...as a direct result of this crisis.
2. Ensure people have income.
3. Takeaways and off-licences to shut. Neither are vital. They should be allowed to apply to councils for exemptions if they can prove they are vital.
4. Workplaces to shut and people to a) work from home or b) not work unless the work is key worker work.
5. Minimum workers allowed access to premises for health &safety and security. E.g. cleaners to clean and prevent dust build up as a fire hazard, mould build up, legionnaires spread through unused water pipes, people to maintain server rooms to prevent fire hazard etc..
6. All open retailers and public transport online and in store not selling groceries, daily household supplies, medication to be strongly encouraged to ask customers "is your visit/purchase/journey vital?" - whether through banners, announcements, pop-ups, just asking - and to be encouraged/allowed to refuse service in non-vital circumstances. E.g. getting supplies to fix a leak or repair a bike for a key worker whoncommutes by bike - fine. Buying paint to do up the living room or a brand new bike for the hell of it - not fine.
7. Companies and individuals that break these rules to be severely fined, arrested, then jailed.
The message needs to be gotten out consistently, with constant nudges and reminders.
Individuals- unless for food, medicine, exercise - leave home only if genuinely vital.
Companies - open physical premises only if genuinely vital and work cannot be done from home.
I'm less concerned with the odd individuals going to the Peak District, or having barbecues or playing footy in the park.
I'm more concerned about the number of workplaces unnecessarily open and the numbers of people unnecessarily travelling and commuting for work.
The country should essentially be shut down / on pause until this crisis is over.
