The FA know that clubs below the National League almost certainly can't afford a legal challenge whereas some clubs above probably can if they declared a blanket null and void for the whole season. So they have realised they can't risk the likes of Liverpool, Leeds, Barrow etc suing their arses off and therefore this way is easier.
