I was thinking along similar lines. Nobody knows when football will be able to resume, but here's one possibility : Start on 8 August and finish off 2019/20 season. In the NL, County and 3 others have 7 games to play, most have 8 or 9, Barnet have 11. This could be done in 5 weeks, plus 2 weeks for playoffs. Then have a 6 week break (could be reduced ?) Start 2020/21 early November. Each team plays each other once (23 games) then the league is split in 2 groups of 12 - promotion and relgation groups - playing each other once, making 34 games in total. Season 2020/21 was scheduled to take 38 weeks excluding playoffs. If no Saturdays were allocated to the FA Trophy this could have been 36 weeks, so a 34 game season could be done in about 27 weeks, plus 2 for playoffs. This could be finished by the end of May 2021.
Of course there would be lots of issues to resolve - coordination with other leagues above and below, players'contracts,possible disparity of home and away game numbers, disruption to schedule if we have a bad winter etc etc, but it could work. If early August was not a feasible start date, the season could finish in June 2021 or the 6 week break could be reduced.
