I think that Luton era was probably the time it was hardest to get promoted in recent years to be honest.
You had clubs like Crawley, Fleetwood, Newport, Forest Green and Kidderminster heavily bankrolled, as well as clubs like Grimsby and Wrexham with a fair bit of cash. You'd then a succession of smaller league clubs like York/Cambridge/Mansfield also having a bit of money to spend, making the top end of the league quite a bit tougher.
It's a bit different to the last couple of years when you've had Fylde/Salford as the only ones paying ludicrous money, but things a bit more open after that.
