I don't think it has even been considered yet. It is Wenger's idea. And looks pretty sensible to me in that it gives more scope to attackers and (probably) it is easier to make sure your head or foot is behind a defender than to make sure none of you is ahead of him.
In practice it is going to be as difficult to police as the current rule. And like the current rule, the thing is to get rid of VAR and referee with sympathy, not precision.
The other problem with current offside laws is determining when a player is interfering. It really irks me to see a player offside when a ball is played to someone near him coming back onside to collect the ball, and not being offside.
