The problem is that except in serious cases where a player is obviously injured during a game and can no longer carry on (more often seen in cricket), then the condition is brought about by a series of insults to the brain that may not acquire the status of a medical condition until after they stop playing football.
That is the critical factor - if you like, a bit like smoking tobacco. Smokers go on smoking for years before it results in a medical condition.
