I suspect not that much less. But in any case, a few points: 1: You'd probably want to replace at least some existing seats as part of any new development. 2: Proper rail seats are surely less susceptible to damage, compared to ordinary seats. So, longer lasting as well as inherently safer for the use they'd be subjected to ( i.e. standing) 3: It isn't just the Railway End seats that are falling to bits! I know those ones get reused if possible, and clearly in their case the weather has been a factor in their demise. But (and this isn't just a problem unique to EP) having officially-unauthorised standing in ordinary seated areas is not only potentially unsafe (some might say, very unsafe) but also does the traditional seats no good in terms of wear and tear.
