I agree 1000%. Oddly enough, the sort of safe standing seats which get installed in (eg) German stadiums often tend to be fitted in areas which would otherwise have had ordinary seats. In other words, the actual treads are wider than the treads used for a traditional standing terrace. So at EP, looking at the existing infrastructure, the Cheadle End (or part of it, like the upper tier) and the entire Pop Side, would have the sort of tread width that was ideal for safe standing seats. I'm not sure about the Railway End, though. It was originally built as a standing terrace, and the treads are narrower. Although safe standing there may well be desirable, it might involve a complete rebuild of the terrace to facilitate this. Which if you were thinking of adding a roof and a concourse below the seats would of course be the easiest way to go!
