All we've got to go on is what stott said which was pretty clear, to most of us at least.
So Gannon had Hobson's choice then? The budget was only enough to buy weaker players (your words) which is why he 'didn't want' full time, although to be fair I never actually heard Gannon say he didn't want to go full time, which tally's with him wanting full time now.
I never heard that he was happy with the budget either, I seem to remember him saying he had a budget and he was looking forward or happy to spend it.
If you rearrange the words it could say he was happy with the budget though, is that what you did, rearrange the words to hear what you wanted to hear?
