The EA will have done that. Not really my area but, as I understand it, the main issue there has been the failure of pumps that were in place to prevent the water pooling where it's a known issue. Those pumps were in the process of being replaced but the road was hit again by heavy rains the week before the replacements were due to 'go live'. Which doesn't necessarily detract from the point you make!
Increased extreme events, of the sort that caused the problem, are part of the issue too. Earlier this week we had one or two on here suggesting these things aren't really happening.
