Some good some not so
The new regulations feature strict limits on substitutions and medical delays, as well as an expanded, AI-enhanced Video Assistant Referee (VAR) system.
Game Flow & Time-Wasting Rules
10-Second Substitution Rule:
Substituted players now have only 10 seconds to exit the pitch. If they delay, their replacement must wait on the sideline until the first stoppage occurring one minute after play restarts.
5-Second Restarts: Referees can initiate a visible five-second countdown for throw-ins and goal kicks. Failing to restart play in time results in a turnover of possession.
Injury Treatment: Players who require on-field medical treatment or whose injury stops play must leave the field of play for one minute once the game restarts.
Goalkeeper Delays: Players are no longer allowed to run to the technical area to receive coaching instructions while a goalkeeper is down injured.
Expanded VAR & Referee Technology.
More Reviewable Incidents:
The scope of the Video Assistant Referee has been broadened. VAR can now intervene on incorrectly awarded corner kicks and, crucially, clear and obvious errors regarding second yellow card incidents that result in a red card.
Automated Offside Systems:
Enhanced VAR and AI player-mapping track player body parts and the ball in 3D in real time, allowing officials to confirm offside decisions almost instantly.
Disciplinary Action
Mouth-Covering Sanctions: Players who cover their mouths with their hands, arms, or shirts during confrontational situations (e.g., arguing with officials or opposing players) will automatically receive a red card.
Yellow Card Accruals:
Accumulated yellow cards now reset after the Quarter-finals stage instead of the Round of 16, decreasing the number of players missing the semi-finals due to suspension.
