If they are cynical they “may” keep people on, get the £1k and then let a few people go and spread the workload across fewer staff.
But as Sunak has said, this is a broad brush approach so they can cover as many people as possible as quickly as ossicle but of course there will be some who will take advantage of it.
The other option is a means tested type a roach and no one is usually supportive of such schemes
