That's bang on. Someone, can't remember who, wrote a book on relative risk ages ago. It factored in risk analysis to decision making. The example I remember is that I think in the 60,s when the contraceptive pill came into use, there was a campaign publicising the risk of strokes for women who took it. Given that the pill was to prevent women getting pregnant and child birth, the assumption was that some would stop using it for fear of having a stroke, become pregnant and go on to childbirth which at the time had a far greater risk of death than of having a stroke caused by the pill. Both incredibly low but one far higher than the other. There were loads of other examples.
In our context Joe Bloggs has the chance to go and watch Spurs in a 25% maximum capacity with all non outdoor facilities shut ie catering, bar etc. If he is infected he may pass it on to 4/5 people, but he isn't allowed to attend and so goes shopping with his missus, calls in for a pint on the way home and passes it on to 50 people, it's all risk relative.
