I'd agree that clubs should be financially sound and not spend what they haven't got. They should be audited regularly and their owners monitored constantly however the bar for entry to the league above should be set relatively low otherwise clubs like Accrington might as well pack it all in.
Relegation and the fear of it is also a reason why clubs overstretch themselves. The League 2 / National League bottleneck is he perfect example of self protection in Football. 4 up 4 down from every league would take that away and hopefully clubs would begin to see that there's no stigma in going down.
The richer clubs will always gravitate to the top for obvious reasons however the money coming into the game from outside sources (TV) should be distributed more fairly. The issue i have with that is the money going into the pockets of the shysters the game attracts and i'm sure its a convenient reason that the richer clubs make for not doing so but the EFL need to be transparent and impose sanctions as and when they are needed. They need to stop another Day / Dale fiasco before it starts.
Also you have 112 clubs in your structure. The top 5 leagues currently has 115. Would you chop the bottom 3 off and would York City and Chester etc get in?
