I did find that the card company Tapps, known especially for baseball cards did start printing cards for minor league players in the early 1960's.

However Jim signed for the Cardinals farm system in 1944 for a three year contract. If this was printed 16 years later, it makes little sense this is genuine...still possible but unlikely.
