I had a similar problem with an old mower. It turned out that the problem wasn't the belts at all. One of the pulleys was slightly misaligned, causing the belt to constantly run crooked and wear out quickly.
It's also worth checking the tensioner, bearings, and making sure the pulleys are free of burrs or rust.
