some (relatively) hardy species to consider include niphophila, parvula, perreniana, gunnii, archeri, urnigera, glaucescens, and neglecta. www.forestfarm.com in Oregon sells seedlings of some species by mail-order. www.plantdelights.com in Carolina sells neglecta. www.australiaplants.com in Virginia sells seeds of many different species including most of the species listed.
if your winters are cold/many hard frosts and snowy on a regular basis each year all of these plants will need careful siting(a sunny cold wind protected site with excellent soil-moisture drainage)to survive long term.
eucalyptus are no hardier to cold than most other evergreen broadleaf trees and shrubs---if you do not see healthy specimens of evergreen southern magnolia, "cherry/English" laurel, tree-size hollies, large photinias, etc. you may well have trouble growing eucalyptus.
