most of the time pods on the ground are old and already have released seed. to check for sure simply shake the pods into the palm of your hand or a sheet of white paper---any seed that may be there will fall out and be easily seen.
for mature un-opened pods simply put them in a paper bag and put them in a warm dry place---like your car if it's parked outside (the "greenhouse effect" will provide the heat needed to open the seed pods and release the seed into the sack---generally in a week or less.
sow the seed (dust, seed, "chaff" and all) ON TOP OF THE "SOIL"/seed starting mix---do NOT cover. keep moist and warm with good light and you should have germination within about a week. transplant into individual containers as soon as the first true leaves appear. plants can go into the ground at about 1' tall or so.
