N. Cal euc growing

I tried germinating (E globulus) with some seeds I harvested from a pod, but none took. The pod opened on its own and I tried two methods: soaking in towel and planting in seed packs. This is not a cold climate; freezes rarely, so I didn't think I needed to specially treat the seeds (Coastal SF Bay Area) Am I wrong? There's a massive campaign to destroy local eucs in the parks here, and I want to start a counter movement of reforestation. I can buy seeds, but it would be better to find a way for folks to gather pods and start their own. Any advice?
