since you do not specify where in northern california very mild like eureka or very harsh like yreka its hard to say. all euc seeds benefit from being planted in a warm protected place in a flat or container NOT spread on the ground. the seedlings are then transplanted out either to pots or directly in the ground (if they are large enough---6" tall or more---if the climate is mild like the coast or central valley you can probably plant the seedlings out in the ground any time but do not recommend outdoor planting of any species in cold and frost areas like yreka, weed, etc. globulus does best around the coast, the snow gum is more tolerant of heat and cold. hope this helps.
