you can keep almost all kinds of eucs small by cutting them back hard (i.e. to the base of the plant) every couple of years this will also maintain the "silver dollar" tyupe rounded juvenile foliage which otherwise generally turns to narrower more lance-shaped leaves in a few years. i might sugget using e. gunnii, glaucescens, or perrinniana rather than cinerea or pulvrulenta as they are generally hardier to cold than the latter 2 species.
