Potty training/ ears

Hi Cheryl, I have a male GSD puppy that was born on Jan 1 of this year. We have been working with him extensively on potty training but he still is having accidents if we don't see him go by the bedroom immediately. He is good about going to the same area of the house, but we are not having any luck with him barking at us, or using the bell by the door. Any suggestions? Also, his ears are still flopped forward and have never been up on their own. Is this unusual for a dog of his age? I want to avoid taping them at all costs but don't want to wait to long before I can't correct them anymore! Thanks for any help!!
