Complying with Regulations
I'm not trying to pass over a bad judgement call or ignore them but neither am I going to jump on "it's Trump's fault" bandwagon. In this particular case, nothing indicates a regulation change as being the cause. Trump's negating Obama regulations that were only instituted days before he left office does not remove the regulations that were already in place. If they are not being complied with or followed up on, it's a whole other issue. Regulations are only as good as the ability to enforce them and whether its a Federal responsibility or one that should be a State one is up for debate.

My interpretation is that this is new data that previously was unknown. How it will be addressed is another story.
