There's no restriction on flower pots or ornamental things within your strip. The only caveat is that they must be gone when you leave for a period of time. Reason is the dangers of a hurricane and that nothing flies around if no one is there to take them them in. The limited strip is so that the landscapers can easily cut the lawns with their ride-on mowers which fences also prevent. I can fully understand why they would not be for you but I have to say it's a heck of a lot prettier than my block back home where although pretty much maintained, the view is a hodgepodge of fences and RV's and boats in the driveways. Another consideration is just what you are facing, maintenance when no longer able to take care of it. I'm seeing that I can't do what I used to myself in the yard up north. I've been lucky so far to have had someone take care of the jobs that the yard maintenance people don't do.
