Not having to do maintenance is about the only thing good about HOAs. I do realize some HOAs are not suffocating in their rules, some don't religiously enforce them,... but most have more than I would like to live under. It's more like renting than owning your own home and land. The places in The Villages where my SILs live have very strict rules. But they're not much for the outdoors so it doesn't bother them.
We also nixed anything with more than one floor.
Your friend may be better off renting temporarily until he finds exactly what he wants. We have a lot of those long-term motels in FL.
