The article refers to a school, not a public restroom. It's hardly likely that perverts were a concern when it came to the ages of those using it or that the expense of retrofitting an existing lavatory would be necessary. What you encountered, an enclosed private space within a shared room is quite another story. It wouldn't take much to set off the kind of reactions mentioned in a young girl. An incident or two of a rambunctious youth with no more malice than thinking it was funny passed along would be enough. I am a grown woman, using a woman's only room with those type of cubicles is disconcerting and avoided unless absolutely necessary.
